About the Role
The HR Manager, Benefits Administration is responsible for the effective administration of employee benefits programmes, supporting the University's annual performance management cycle, and driving continuous improvements in HR processes and systems. The incumbent will work closely with internal stakeholders, external vendors, and HR team members to ensure efficient, compliant, and employee-centric HR operations.

The responsibilities of this role are:

Benefits Administration
  • Administer the University's employee benefits programmes, including medical, insurance, wellness, and other staff benefit schemes.
  • Serve as the primary liaison with insurance providers and benefits vendors on policy administration, claims, renewals, and employee enquiries.
  • Ensure timely enrolment, updates, and termination of benefits for employees.
  • Review and recommend enhancements to benefits policies and programmes to support employee well-being and organisational objectives.
  • Ensure compliance with relevant statutory requirements and internal HR policies.
Performance Management
  • Coordinate and administer the University's annual performance management and appraisal cycle.
  • Provide guidance and support to employees and people managers on performance management policies, processes, and timelines.
  • Monitor completion of appraisal activities and generate reports for management.
  • Support calibration exercises and performance review meetings where required.
  • Identify opportunities to enhance the performance management process through automation and process improvements.
HR Systems and Digitalisation
  • Participate in User Acceptance Testing (UAT) for SAP SuccessFactors enhancements, upgrades, and new module implementations.
  • Validate system functionality, document test scenarios, identify defects, and work with vendors and internal stakeholders to resolve issues.
  • Support system configuration reviews and process optimisation initiatives.
  • Assist in the preparation of user guides, training materials, and communication for system changes.
Continuous Improvement
  • Review and streamline HR operational processes to improve efficiency and employee experience.
  • Maintain accurate HR records and prepare reports and analytics to support decision-making.
  • Support HR projects and initiatives as assigned.

The ideal candidate will need to have the following qualities and experience:
  • Bachelor's degree in Human Resources, Business Administration, or a related discipline.
  • At least 5 years of relevant HR experience, preferably in benefits administration and HR operations.
  • Hands-on experience administering employee insurance and benefits programmes.
  • Experience managing performance management and appraisal cycles.
  • Experience participating in User Acceptance Testing (UAT) for HR systems, preferably SAP SuccessFactors.
  • Good understanding of Singapore employment legislation and HR best practices.
  • Strong analytical, organisational, and problem-solving skills.
  • Excellent interpersonal and communication skills, with the ability to work effectively with stakeholders across all levels.
  • Proficient in Microsoft Office applications, particularly Excel, and HR information systems.
  • Experience in the higher education or public sector environment.
  • Familiarity with SAP SuccessFactors modules, particularly Performance & Goals and Employee Central.
  • Experience in HR process improvement or digital transformation initiatives.
