You will lead the technical oversight of the Medical Tower and related infrastructure developments, ensuring that the developer, consultants, and contractors deliver in full accordance with the approved Schedule of Accommodation, technical specifications, and master programme. Operating at the interface of user requirements, construction delivery, and government frameworks, you will support the management on all matters relating to the built environment.The responsibilities of this role are: 1. Design, Construction & Post-Construction Management
Lead and direct the full project lifecycle across design, construction, and post-construction phases, ensuring that the developer, consultants, and contractors deliver in accordance with the approved Schedule of Accommodation, technical specifications, and master timeline.
Oversee the translation of clinical requirements into engineering and architectural reality. Ensure all MEP, structural, and specialised medical systems - including medical gas, radiation shielding, and infection control infrastructure - meet international healthcare standards and regulatory requirements.
Lead the technical team in monitoring site progress, identifying technical risks, and proposing mitigation strategies to prevent delays and protect the Medical Tower development timeline.
Review milestone documents, design submissions, and progress reports, ensuring that all records of decisions and approvals are accurately captured for management sign-off authorities and audit-ready.
Manage the technical handover process from construction to operations. Lead joint inspections with users and oversee the defects-rectification process to ensure the facility is fully fit for purpose on Day 1.
Administer project contracts in accordance with PSSCOC and relevant government frameworks, including the management of variations, claims, extensions of time, and contractor obligations throughout the project lifecycle.
2. Project Management
Co-own the master programme with MOHH, tracking progress against key milestones and proactively identifying risks to schedule, cost, or scope before they escalate to leadership.
Lead the project governance structure, including the development secretariat function - ensuring that action logs, variation records, and approval trails are current, attributable, and aligned with MOH/H and cluster policy requirements.
Maintain oversight of budget planning, capital grant documentation, and project variations, providing technical justifications and ensuring all submissions meet PSSCOC and government procurement frameworks.
3. Stakeholder Coordination
Direct the requirements-gathering process across clinical users, consultants, employer's agents, and contractors, ensuring that operational and technical requirements are captured early and remain aligned through each phase of development.
Guide clinical and operational users through the end-to-end planning process, facilitating productive discussions on functional design, medical equipment integration, and facilities maintenance considerations.
Act as the authoritative technical voice for the healthcare institution in huddles with MOHH and contractors, ensuring that all technical queries and site variations are resolved promptly and without compromising clinical functionality.
4. Technical Advisory
Provide expert guidance to leadership on design decisions, buildability, regulatory compliance, and healthcare planning standards.
Stay abreast of emerging healthcare infrastructure trends, technologies, and best practices - including advances in frailty-ready design, technology-enabled care environments, and sustainable building standards - to inform and strengthen the healthcare institution's development direction.
Undertake any other responsibilities in support of the hospital development as assigned by leadership.
The ideal candidate will need to have the following qualities and experience:
Degree in Architecture, Civil & Structural, Mechanical or Electrical Engineering, Construction Management, or a related built-environment discipline.
At least 18-20 years (DD) or 12-15 years (AD) of relevant experience in public sector infrastructure or major healthcare facility development.
Must have seen at least one major development project through from design to practical completion. Prior experience on a public hospital project is a distinct advantage.
Sound working knowledge of PSSCOC, capital grant frameworks, BCA regulations, and healthcare infrastructure standards.
Demonstrated experience in contract administration, including the management of variations, claims, and extensions of time under PSSCOC or equivalent government contract frameworks.
Familiarity with medical equipment planning and FFE procurement frameworks as they relate to capital grant justifications.
Strong leadership capabilities with the ability to influence, guide, and align diverse stakeholders across clinical, technical, and government domains.
Proven ability to co-manage complex programmes with multiple concurrent workstreams, balancing schedule, budget, and quality demands without losing governance rigour.
Excellent interpersonal and communication skills, with the credibility and composure to represent the institution at senior forums and government engagements.
Highly organised, resourceful, and self-directed, with the ability to operate with a high degree of autonomy in a fast-paced and evolving project environment.
