The responsibilities of this role are:

HR Planning and Technology
  • HR Technology, Workforce Planning & Analytics
    • Drive HR Transformation through enhancing digital and data capabilities within HR
    • Design and execute a change management strategy to communicate the purpose, vision, strategy, projects and results of the transformation to all stakeholders.
    • Oversee all Workforce Planning & Analytics areas including evaluating and reviewing all manpower requests from departments.
    • Drive HR analytics to monitor HR’s performance in key areas and support HR decision making
    • Review and monitor key HR KPIs and all HR reporting required (including statistics and information to be provided to governing agencies e.g. MOM, MOE)
  • HR Policies
    • Review HR’s strategies, policies and procedures. Recommend and drive changes to support the delivery of professional HR services.   
  • HR Operations and Processes
    • To lead and ensure that all HR processes that interface between OHR and Shared Services HR are tightly integrated with clear areas of responsibilities and services standards are met. Where required, work closely with process owners and/or stakeholders to proactively identify areas where the delivery of HR services can be enhanced and scope out process improvement opportunities.
    • To monitor the processes and work with Shared Services HR whenever required to resolve all operational issues.
HR Projects and Initiatives
  • Drive cross-cutting transformational projects within HR and facilitate interventions that promote a collaborative and innovative HR culture.
  • Key lead in all HR audit matters, working closely with the respective process owners and internal audit to facilitate audit and post audit follow-ups
  • To manage all HR administrative, audit and business continuity matters
Team Leadership and Coaching
  • Provide team leadership and guidance to direct reports and indirect reports and ensure they meet the work targets and personal development objectives.
  • Engage staff in various settings to have a sense of the current reality, address concerns, communicate vision, and bring them along the transformation journey.
  • Demonstrate University’s values when working with internal and external stakeholders.
 
The ideal candidate will need to have the following qualities and experience:
  • Degree with at least 15 years of relevant HR experience. 
  • Good understanding of full spectrum of HR and have strong operational experience in key HR processes.
  • Strong leadership and management skills.
  • Good stakeholder management and interpersonal skills in order to positively influence and negotiate for outcomes that will support HR’s plans.
  • Good communication & presentation skills to be able to express ideas and messages clearly, both written and verbally.
  • Continuous improvement mindset and to proactively drive ongoing and continuous process changes with a keen eye for details.
