The Office of Commercial and Auxiliary Services (OCAS) oversees the management of estate leases and commercial services (such as leasing of spaces for F&B, amenities and lifestyle services), and auxiliary services (such as car parks, shuttle bus services, campus security, business continuity planning and emergency management) for the main campus, Novena campus and One-North campus.

As the Director heading this Office, he/she is responsible for providing strategic leadership and oversight in the policies and operations under commercial leasing, real estate management, and auxiliary services. The appointed individual is required to transform and position the University as a vibrant campus, whilst driving performance and investment returns on leased assets. He/she will report to the Senior Vice President (Administration).

The responsibilities of this role are:
  • Develop the overall mission, vision, and business plans/drivers of the commercial and real estate management and transportation functions, in line with the University's mission, vision, values, and goals.
  • Lead the transformation of the University as a vibrant and sustainable campus by optimizing student and staff experience.
  • Drive performance and investment returns on the leased assets through in-depth financial analysis and tenant management. This includes:
  • Creating strategies and business models to maximise revenue through the leasing of F&B outlets and retail spaces. This includes prospecting new tenants to rejuvenate the campus space.
  • Proactively managing strong working relations with key stakeholders.
  • Seeking new ideas and methods to ensure services provided are efficient, effective and customer-focused.
  • Setting quality standards across the full range of services provided.
  • Provide strategic oversight in the policies and operations management of key touch points and operations (such as Transport, Campus Security and BCP/EM) so as to improve current service delivery and meet the needs of the University's community. This requires working closely with government authorities, service providers and various department stakeholders.
  • Campus Security: Develop the overall campus security framework and policy, including working closely with the Singapore Police Force and stakeholders, to provide a safe and secure environment for students, faculty, staff and campus visitors of the University.
  • Carpark: Oversee the management of car parks (including transport related solutions like electric vehicle charging, barrier-free carparks, parking apps).
  • Shuttle bus: Ensure interconnectivity across the entire campus to meet the needs of residents and students living and working in the University. Ensure reliable, safe and efficient transportation. Promote sustainable land transportation by achieving a cleaner and greener land transport system across the University.
  • Business Continuity Planning (BCP) and Emergencies Management:  Ensure the University has comprehensive BCP to support the continued operations of the university in the event of any disruptions (eg. Flu outbreak) as well as on-campus emergencies affecting student/staff/faculty’s safety, security and wellbeing.
  • Assess possible risks and formulate proactive actions to mitigate risks relating to commercial leasing, real estate management and provision of auxiliary services across the entire campus.???

The ideal candidate will need to have the following qualities and experience:
  • Bachelor’s degree or above with at least 18 years of proven track record in commercial leasing and auxiliary services.
  • Extensive experience and proven track record of success in senior management and leadership roles
  • Possesses relevant working experience in leading transformation and implementing change management.
  • Proven experience in delivering financial targets.
  • Ability to influence and network to build and maintain good relationships with stakeholders, clients, and partners.
  • Strong business acumen with evidence of formulating and implementing business development strategy and plans successfully.
  • Understanding of a diverse market in relation to the profile of students and staff.
  • Ability to innovate and lead in creative solutioning for improvement in revenue and service delivery.
