  JOB DESCRIPTION Our client, a tertiary education institute, is currently looking for a Manager, Manpower and Development to join their esteemed organisation!

The Manager is responsible for managing resources in the Professional Officers Division and liaise with other divisions/stakeholders in support of the division’s efforts to develop resource management systems in support of industry and innovation function. He or she is also required to support the division’s efforts in delivering mentoring training for the Professional Officers. In this role, the Manager will have the opportunity to work closely with Professional Officers.     

Key Responsibilities
  • Manage the Professional Officers Division’s manpower plans, and co-ordinate with Faculty and HR on hiring matters
  • Manage the division’s manpower allocation to support academic programmes and projects
  • Manage the on-boarding and induction process for new staff within POD
  • Assist Dir POD to perform competency assessment for Professional Officers, conduct training needs assessment, and identify training needs for each Professional Officer
  • Work with staff in Professional Officers Division to map out annual training plans to align it with staff’s Individual Development Plan
  • Co-ordinate with HR in scheduling and co-ordination for staff training
  • Support Dir POD and work with HR to review training effectiveness and propose training improvements; design and apply assessment tools to measure training effectiveness 
  • Market available training opportunities to division staff and provide necessary information
  • Generate reports for staff training outcomes; maintain staff training records
  • Manage division training expenditure; consolidate division’s training budget
  • Ensure division organizational chart and job descriptions are updated on a regular basis

  • University Degree with at least 5 years of work experience in human resource, adult training, education, or related field
  • Familiar with HR best practices regarding Recruitment, Employee Relations, Performance Management, and Learning and Development
  • Familiar with learning management systems, and have track record of successfully completing full training cycle (assess needs, plan, develop, coordinate, monitor and evaluate)
  • Possess experience in resource planning, consolidation and co-ordination
  • Prior experience in writing management papers and reports is preferred
  • Strong project management skills and attention to detail, and willing to take on responsibilities
  • Positive attitude with excellent interpersonal and rapport-building skills
  • Ability to effectively communicate with a wide range of individuals in a diverse community, and possess the confidence to front different parties
  • Ability to work as a team member among multiple stakeholders
